Rebuilding houses for households hit by floods a mandate from heart: PM

The PM reiterated the requirement to fully complete house repairs by December 31, 2025 and rebuild or resettle all households whose houses collapsed or were swept away before January 31, 2026.

Prime Minister Pham Minh Chinh has called the rebuilding and repairing of houses destroyed or severely damaged by recent storms and floods a mandate from the heart, urging all authorities to see it not as a normal political mission but as a moral commitment to the people.

In a notice dated December 9 on the PM’s conclusions at a meeting reviewing progress of the “Quang Trung Campaign” to rebuild and repair houses swept away or damaged by recent natural disasters in the central region, the Government leader emphasised that this is a campaign without gunfire, but one that must be won decisively.

He reiterated the requirement to fully complete house repairs by December 31, 2025 and rebuild or resettle all households whose houses collapsed or were swept away before January 31, 2026.

According to the Ministry of Agriculture and Environment, 1,156 collapsed houses still require rebuilding, including 664 yet to start construction, while more than 4,800 houses remain in need of repair. The PM instructed Secretaries of provincial-level Party Committees and Chairpersons of People’s Committees to personally direct the campaign, assign responsibilities to Standing Committee members, and closely monitor progress at the ward and commune level on a daily and weekly basis.

Local authorities must submit weekly progress reports every Saturday before 3pm to the Ministry of Agriculture and Environment, the Ministry of Finance and the Government Office, which will compile and report to the Prime Minister every Sunday before 3pm. The Ministry of Agriculture and Environment will guide localities on land-related issues for resettlement.

The PM tasked the Ministry of Finance with ensuring immediate funding when required. Resources will come from central and local budgets and private contributions, with the State providing baseline support while encouraging households to supplement funding to build sturdier homes.

The Ministry of National Defence and the Ministry of Public Security will continue deploying forces to assist residents. The Ministry of Construction will provide standard housing designs as directed.

Mass organisations, including the Viet Nam Fatherland Front and Ho Chi Minh Communist Youth Union, are urged to continue mobilising support. Major state-owned groups, including EVN, PVN, VNPT and Viettel, are encouraged to assist disaster-affected areas.

The PM assigned the Government Inspectorate to conduct ad-hoc inspections to prevent losses, waste, corruption and wrongdoing. Media agencies are requested to provide daily and weekly coverage to highlight effective models and localities.

The Government Office will coordinate with the Ministry of Agriculture and Environment to report weekly to the PM and organise a meeting of standing cabinet members with provincial and municipal leaders every two weeks starting December 9./.
